The idea being tested is how amendments refine what the group is about to vote on. An amendment is a subsidiary motion whose purpose is to modify the motion under consideration—changing its wording, scope, or specifics so the proposal better reflects what the group wants.

When you propose an amendment, you’re not starting a new decision; you’re adjusting the existing one. If the amendment passes, the main motion becomes the amended version and is then voted on as changed. If the amendment doesn’t pass, the motion is discussed in its original form, and other amendments could be offered or the motion could be voted on as is.

For example, if the motion is to fund a project, an amendment might specify the exact amount or limit the funding to certain aspects. The amendment’s effect is to alter the exact proposal, not to delay action, terminate a committee, or end debate.
